Delaware County Jail Records
Delaware County does not publish a static county-hosted jail roster in the official county jail pages. The county's George W. Hill about page sends public inmate lookup traffic to VINELink. That makes VINELink the first public custody-status path for George W. Hill Correctional Facility, which is also called Delaware County Prison on several county pages. It is not the same thing as a browsable county mugshot gallery or a sheriff-run inmate app.
George W. Hill Correctional Facility is the county adult jail at 500 Cheyney Road in Thornton. It holds people after Delaware County arrests, bench warrants, contempt orders, probation or parole matters, short county sentences, and youthful offenders remanded as adults. Central Records is the county fallback when VINELink does not answer a custody question. The George W. That source matters because it prevents a common mistake: searching for a county-run roster that Delaware County does not currently publish on its official jail pages.

Start with the public portal, but keep a second and third route ready. VINELink is useful for current custody and notification registration. George W. Hill Records is better for proof of incarceration, release status, and questions that require the jail's internal record. UJS Case Search is better when the question is about filed charges, bail orders, hearings, or court dates rather than physical custody.
- Open VINELink and choose the Pennsylvania custody search path when the portal asks for a state or location.
- Search by last name and first name. Use an offender or inmate ID if family, court paperwork, or the jail has already provided one.

UJS and DOC have their own fields. UJS accepts searches by participant name, docket number, complaint number, OTN, date filed, county, and judicial district. DOC says last name or inmate number is needed, while first name can help with common names. The BOP name search uses first, middle, and last name with optional race, sex, and age, and ICE can search by A-number with country of birth or by name, country of birth, and date of birth.
Delaware County Inmate Profile Details
Because Delaware County does not expose a static public jail profile on its county pages, public jail-record detail comes from VINELink, George W. Hill Central Records, mail rules, bail rules, and the court docket. The internal county record is broader than the public view. Central Records manages active and inactive resident records, support and program records, security management records, information dissemination, and records destruction. Delaware County Custody Channels
A single name search can fail when the wrong system is used. George W. Hill is a county jail, so it covers recent arrests, pretrial holds, short county sentences, warrants, contempt matters, and probation or parole issues tied to county court authority. SCI Chester is a Pennsylvania DOC state prison in Delaware County, but it is not a county roster facility. FDC Philadelphia is a federal detention center nearby, and immigration detention is handled through ICE.

Custody distinction: County custody can end before the court case ends. After a state-prison transfer, the Pennsylvania DOC locator becomes the better search tool.
Delaware County Jail Contacts
The records access chain starts at George W. Hill, but the county map also includes state and federal custody facilities that readers often confuse with the jail. Use the facility name, custody type, and phone number before asking for a record. A county jail question should not be sent to SCI Chester unless the person has entered state DOC custody.

Request Delaware County Jail Records
When a jail record is not available through VINELink or by a records call, Delaware County uses a written public-records process. The Delaware County open-records page routes requests through JustFOIA, with online submission, status tracking, email updates, and downloads. For jail records, a written request should identify the person, date of arrest or custody if known, the type of record requested, and the requester's contact information. Pennsylvania's Right-to-Know Law gives the framework, but criminal-history, investigative, juvenile, sealed, expunged, medical, and safety-sensitive jail records may be withheld or narrowed.
Delaware County Booking Process
The county's criminal-justice flow begins with an arrest, warrant, alleged probation or parole violation, or contempt order. The person is taken to central intake at George W. Hill. Intake staff verify identity, paperwork, warrants, and the reason for confinement. Property is stored under jail procedure, security screening occurs, and medical or mental-health screening can affect housing assignment. The Jail Oversight Board inspection reported a body scanner in use and described Intake, Medical, General Population, Female, Juvenile, MAT, RHU, and specialized housing areas.
The April 2024 inspection reported an average intake processing time of 24 hours. For new criminal charges, Delaware County says arraignment occurs within 72 hours before a magistrate. At arraignment, bail may be approved or denied, conditions can be set, and the accused may get a chance to post monetary bail. People held on bench warrants or contempt orders also receive a hearing within 72 hours, while probation allegations can lead to a Gagnon I hearing.
Booking is not the same as conviction. Booking creates the jail custody record. The court docket later shows formal charges, hearings, bail entries, events, and dispositions. The custody side and the court side may not update at the same time, so a recent arrest may show first through records staff, then through VINELink, then through UJS as the case is filed.
Delaware County Visit Rules
George W. Hill in-person visits are scheduled through the GTL/ViaPath portal named on the county visitation page. The incarcerated person submits a visitor list to a case manager. Approved visitors register online, create a username and password, enter required information, wait for approval, and then schedule a slot. The population is authorized one visit per week, either one video visit or one in-person visit.

Visitors should also plan around the facility approach. Drivers need a valid driver's license and current vehicle insurance. Ride-share vehicles such as Uber and Lyft are not allowed to come onto the property, and the official FAQ says walking along facility grounds is not permitted.
